Township voters are being asked to authorize up to $50 million in bonds, with a maximum repayment period of 20 years, to build new Public Safety buildings. A space needs assessment shows that BTPD needs more square footage than the department currently has inside Township Hall. Additionally, Fire Station #3 at Maple and Telegraph cannot meet the needs of BTFD in its current space. Both buildings are decades old, outdated, and present issues to the work of modern public safety.

The 50-million-dollar taxpayer bond will be supplemented by 23 million in capital reserves to complete construction. Both buildings were originally constructed in 1960 with various additions in the 1970’s and 1990’s. Both buildings have no more room for expansion or redesign. They cannot accommodate female staff with locker room and bedroom space.

The new Police Department would be built in the current parking lot between Township Hall and the 48th District Court. Police moving out of Township Hall would create space for Bloomfield Community Television. BCTV’s current building would then be renovated for Animal Welfare. This approach allows the Township to address several facilities needs while making better use of existing buildings.

Fire Station #3 would remain in the area of Maple Road and Telegraph.

If voters approve the proposal, construction is expected to begin in 2027 and be completed in 2029. For the

The proposed bond would be for an estimated annual average of 0.4380 mills, repaid over 20 years.
If the bond is passed in November both buildings would be completed in late 2029.

Ballot Language

Shall the Charter Township of Bloomfield, Oakland County, Michigan, borrow an amount not to exceed Fifty Million Dollars ($50,000,000) and issue its general obligation unlimited tax bonds in one or more series for the purpose of acquiring, constructing, furnishing and equipping Township Facilities, including (1) a Fire Station and (2) a Township Police Department building, and conducting all other site work as necessary or
advisable, purchasing equipment, and appurtenances necessary or incidental to these projects?

The maximum number of years each series of bonds may be outstanding, exclusive of refunding, is 20 years; the estimated millage that will be levied to pay the proposed bonds in the first year that the levy is
authorized is 0.2350 mills (which is equal to $0.2350 per $1,000 of taxable value of real and personal property in the Township); and the estimated simple average annual millage that will be required to retire the
bonds is 0.4380 mills. Shall this proposal be adopted?
